The basic conditions to enable innovation in the sector are: effective intellectual property rights and broad access to genetic resources and breeding methods.
In the field of intellectual property, we strive to improve the plant breeders’ right system and to achieve a good balance with other systems, such as trademark law and patent law. The ambition is to achieve better implementation of plant breeders’ rights rules throughout the world.
Other basic conditions for enabling innovation are access and opportunities to use genetic resources. Accessible rules in the Netherlands, the EU and worldwide must be won through the Biodiversity Convention and the FAO Treaty.
